1990 VW golf 1.6L diesel fuel system problem

hey guys, i have a 1990 VW golf with a 1.6L diesel, it will turn over but wont fire.
why might this be?
i have a new fuel pump relay on order, but im wondering if its the pump itself, is their any other fuel pump on the car either
than just the injection pump? is there anyway i can test it?

There is no fuel pump relay for the diesels. The injection pump is both the fuel pump and the injector pump in one unit. Could be the glow plugs, glow plug fuse, fuel shut off solenoid in the fuel injection pump. Could be low compression (maybe even a broken timing belt unless you know its not). Could be any number of things .There is a thread getting the diesel started or something similar to that which covers pretty much all scenarios.
